                   Road Safety Coordinator

Kimesskanemenow Corporation builds an annual winter road to connect the communities of Moosonee, Attawapiskat, Fort Albany and Kashechewan.   The James Bay winter road is generally open from mid January to late March of each year, with construction starting in early December.   Kimesskanemenow Corporation is seeking to hire a Road Safety Coordinator for this season that will be responsible for implementing Kimesskanemenow’s Safety, Health and Environmental Plan as well as the implementation of an Emergency Response Plan that will deal with spills and environmental emergencies along the Western James Bay winter road from Moosonee to Attawapiskat.

This is a full time contract position commencing December 1, 2014 and will end when the winter road closes, on or about March 31, 2015.

The Road Safety Coordinator will:

  •  Work under direct supervision of the Operations Manager
  • Implement the Safety, Health and Environmental Plan, ensuring that Kimesskanemenow Staff and the local subcontractors adhere to the plan.
  • Coordinate on-site spills response along the winter road, acting as a technical advisor to any users of the James Bay Winter Road who encounter environmental emergencies such as spills of hazardous materials.
  • Supervise and be involved in the training of identified community resource persons to facilitate the effective implementation of the Environmental Emergency Response Plan.
  • Four emergency response trailers are stocked and placed along the winter road.  The Road Safety Coordinator will be responsible for maintaining these trailers and arranging for restocking as necessary.
  • Assist the Operations Manager in updating the Emergency Response Plan. Prepare emergency response reports regarding Kimesskanemenow’s Emergency Response Plans and preparedness as required
  • Assist Kimesskanemenow Corporation in dealing with any issues raised related to the use of the Winter Road by the First Nations communities for traditional purposes.
  • Participate in community meetings regarding the progress of the winter road.  Participate in weekly road users meetings and other communications activities as assigned.
  • Other duties as assigned.

QUALIFICATIONS:

  • Experience in the construction and maintenance of a winter road
  • Experience with implementing and updating Safety, Health & Environment Management Plans
  • Certified in CPR & First Aid
  • Hazardous Materials Spill Response Training
  • Active Member of a fire department
  • Physical ability to participate in spills response and vehicle extrication
  • Excellent report writing skills
  • Excellent oral, writing skills, public relation skills and public speaking
  • Experience with First Nation communities.  Ability to speak Cree considered an asset
  • Ability to travel
  • Knowledge of computer software and their applications
  • Valid Ontario Driver’s License

The Road Safety Coordinator will require the use of a snowmobile during the road construction period, and will be provided with the use of a truck for the winter road season.  Accounts will be set up with local vendors for the purchase of work related fuel for the vehicle. Winter Road Construction Foreman – Moose Cree Section

Kimesskanemenow Corporation builds an annual winter road to connect the communities of Moosonee, Fort Albany, Kashechewan and Attawapiskat. The James Bay winter road is generally open from mid January to late March of each year, with construction starting early December. Kimesskanemenow is seeking to hire winter road foreman for the construction phase in the Moose Cree section of the James Bay Winter Road, based out of Moosonee.

The foreman will be working under the supervision of the Operations Manager and will be responsible for directing and overseeing the construction of the winter road in the Moose Cree section of the winter road through the use of the local community subcontractors. The foreman position is a full time contract position commencing December 1, 2014 through to the end of the construction phase on or about February 7, 2015. 

The Road Foreman will:

  • Assist with all phases and aspects of the winter road construction, operations and maintenance in the Moose Cree section of the road and ensure that the winter road project meets all users’ requirements. The foreman will work under the direction of the Operations Manager.
  • Complete daily equipment and labour reports and forward to the Operations Manager.
  • Providing weekly construction status reports for the Operations Manager.
  • Assist the Operations Manager in ensuring that the work is completed by the subcontractors, and the winter road is built according to the specifications.
  • Assist Kimesskanemenow in dealing with any issues raised related to the use of the Winter Road by the First Nations communities for traditional purposes.
  • Provide on-site spills response and vehicle extrication.
  • Perform ice data collection as required by the Operations Manager.
  • Ensure that Ministry of the Environment’s Permit to Take Water data collection requirements are met.

WINTER ROAD CLOSURE

As of April 03, 2014 the James Bay Winter Road is “OFFICIALLY CLOSED”. Please be advised that there will be no maintenance after the closure.

We would like to take this time to commend all the local contractors for the exceptional job they did during the construction and maintenance period.

Finally I would like to take this time as well to thank the James Bay Winter Road Staff for all their hard work and commitment during the 2013 – 2014 season.
